According to the Qiwa platform run by the Ministry of Human Resources and Social Development (MHRSD) of Saudi Arabia, one criteria for job service transfers is that the worker’s occupation be pertinent to the business’s operation.
The Qiwa platform also started to halt the transfer of some employee services to the company when the company reached the maximum number of employee professions unrelated to the company’s operations.
When businesses desire to transfer the services of employees whose job vocations have nothing to do with the business’s activities, the Qiwa platform prompted them to select an employee with a different profession.
It’s interesting to note that when employees’ professions didn’t fit the new activity, the Qiwa platform had already started to refuse requests from businesses to change their activities. The platform states that when an employee changes their occupation, it must correspond to the activity that is stated in the business registry.
However, if the employees’ professions were compatible with the new activity, the company might change its focus. It will be allowed if a request to transition from one activity to another that has a higher Saudization rate is authorized.
The Committee to Change Activities will be asked to perform extra research if a request is made to transition from one activity to another that has a lower Saudization rate.
The platform started selecting Nitaqat for the multi-activity commercial registry’s activity with the highest percentage of Saudization out of all the others.
The Qiwa platform combined related activities with the percentage of Saudization into one Nitaqat activity in order to link the economic activities inside the National Classification for the Economic Activities (ISIC4) and estimate the proportion of localization for the company.
There are five Nitaqat Saudization plans for economic activity: Platinum, High Green, Medium Green, Low Green, and Red. Since some activities require a lower degree of Saudization than others, the level of localization varies according on the activity.
To enhance the electronic services provided to the Saudi labor market, the Ministry of Human Resources and Social Development obtains services and solutions via an online platform called Qiwa.
