Entry to Makkah is banned without a Hajj/Umrah permit.

Starting on May 15, 2023, Saudi Arabia will no longer allow anybody to enter Makkah without a valid entrance permission, Hajj visa, or Umrah visa. How to obtain an admission permission during the Hajj season is detailed below.

Meaning that from this point forward and through the Hajj, only the people listed below may enter Makkah:

• holders of umrah permits.
• pilgrims with valid Hajj visas.
• Those who have an entry permit.

Who is eligible for an entry permit?

The only people eligible to receive a Makkah Entry Permit are those who reside or work there. An entry permission must be given to them by their employment.

Even if your employer orders you to enter Makkah without this permit, you must not do so because doing so will result in a costly penalties.
