Saudi Arabia has approved rules for duty-free markets.
The rules for establishing duty-free markets at the Kingdom’s entry ports have been approved by Saudi Finance Minister Mohammed Al-Jadaan.

The details of the rules and conditions for operating duty-free markets, as well as provisions related to the requirements for operating licenses and other controls, were published in the official gazette of Umm Al-Qura on Friday.

The rules allow foreign goods of any kind and origin to be imported and exported from duty-free markets without being subject to customs duties.

The rules also allow all types of goods to be stored in duty-free markets and customs warehouses, with the exception of goods that violate regulations related to the protection of commercial, industrial, literary, and artistic property rights, goods that originate in a country that has been sanctioned, and goods that are prohibited in the country.

The rules require duty-free market operators to submit an annual action plan to the Zakat, Tax, and Customs Authority to support the sale of national goods, which must be reviewed in the middle of each year. Duty-free shops are permitted to operate 24 hours a day, seven days a week.

The rules require duty-free market operators to meet all customs requirements and obtain all necessary approvals from competent authorities before beginning sales and operations.

The rules permit the establishment of duty-free markets at air, sea, and land ports, where goods can be sold to visitors entering and leaving the Kingdom.

An establishment must apply for an operation license through the Zakat, Tax and Customs Authority (ZATCA). A valid commercial register, including duty-free market activity, and a valid social insurance certificate must be submitted with the application.

The rules will go into effect 30 days after they are published officially
