The strategy for Developing Cultural Capabilities was introduced by the Saudi Arabian Ministry of Culture and the Ministry of Education on Thursday. It intends to connect educational outcomes with the demands of the cultural labor market.

In line with Saudi Arabia’s Vision 2030, the strategy will be successful by integrating art and culture at all levels of education, technical and vocational training, and creating an educational environment for the expansion of the cultural sector and elevating it to reach more areas. The plan is built on three pillars: art enthusiasts, sustainable jobs, and graduates with a background in the arts.

The strategy for Developing Cultural Capabilities has numerous objectives, the first of which is to offer extracurricular cultural programs in more than half of the general education institutions in 2026.

It also encourages more than 5% of graduates with a general education to major in culture and work in the cultural industries.

The strategy intends to graduate more than 20,000 students from colleges and technical and vocational training facilities with credentials to work in the cultural industry, among other objectives. Additionally, it aspires to reach 120 training facilities in the area of art and culture.

To encourage more than 14% of Saudis to engage in activities relating to culture and the arts, the policy aims to support amateurs.

Additionally, it intends to influence 60% of people to view artistic and cultural pursuits and activities favorably.

Six objectives have been identified for the strategy to accomplish, including: making sure that talents and artistic and cultural interests are continuously explored and appreciated; giving people the chance to develop interests and non-institutional education to enhance people who are exploring artistic interests and skills; and providing general education students with a high-quality foundational education in culture and the arts.

Additionally, it aims to offer top-notch programs in art and culture to university students and technical and vocational trainees in order to meet labor market demands; to enable sustainable professional development for art and culture practitioners and entrepreneurs; to raise general awareness of developing cultural capabilities; and to foster a positive perception of the artistic and cultural professions and talents.

Four educational pathways will be used to disseminate the objectives: general education, higher education, technical and vocational training, and continuing education. The strategy will use a number of initiatives to accomplish this, including professional development for teachers, academic and cultural activities, specialized colleges and academies, technical and vocational programs, talent scouting and development initiatives, and curricula in the arts and humanities.

Within the framework of the strategy, 33 initiatives will be implemented, such as programs for identifying talents, designing and improving general education culture and arts curricula, establishing professional standards for teachers, setting standards for infrastructure development in schools, a program for cultural scholarships, and many more.

The approach will help the kids learn about their identities, cultures, and societies, enhancing their sense of belonging and appreciation for diversity. It will improve their academic performance in addition to boosting their confidence and fostering their social abilities.


Additionally, it will generate a generation of creatives who work in 16 cultural sectors and provide talented students of both sexes with better chances.

According to Prince Badr bin Farhan, Saudi Arabia’s Minister of Culture, the strategy aims to strengthen Saudi Arabia’s cultural creativity by fostering community members’ abilities and skills in the arts and humanities through an integrated system of standards, academic programs, and policy frameworks.

Yousef Al-Benyan, the minister of education, asserted that integrating the arts and culture into all learning phases will advance the educational process. He pointed out that the plan will nurture the pupils’ talents and increase their capacity for international competition.
