Is it possible to cancel Final Exit visa without a Fine? Jawazat response

Saudi Arabia’s General Directorate of Passports (Jawazat) stated that the final exit visa validity term is 60 days, and that a fine of 1,000 riyals is applied for canceling the exit visa, and that a valid resident iqama is necessary.

This was in answer to a question on Jawazat’s Twitter account, which asked,

“I’d want to ask you a question in exchange for your peace. I agreed to a final exit for a worker, but he did not leave on time, and now that the 60-day period has gone, I’d like to revoke the exit so that I can report him absent from work.
